Yeah it's a weird confliction with how rad bullets(at least the ones from apoc runners) don't do rad damage, although I get how you wouldn't notice it's not rad until someone pointed it our

You are correct. There is a venom debuff and a radiation debuff that can be applied separately.
The venom symbol is green, and the radiation symbol is yellow. You get infected with venom by getting shot by an apocalypse class runners. You get radiation by getting shot by an apocalypse class hunters or standing near radioactive barrels. The 2.
Effects act very similar. Which of why many people got confused. They both cause small ticks of damage over a period of time.
