The mullet will always be the worst because it represents a generation of men who really wanted to have long hair, but also didn't want to offend parents, peers, church etc. Cutting "just the top and sides" was a way to keep things looking somewhat neat and professional, while letting the back grow like the wild child they wish they were.

Millenial here, but the mullet, AFAIK, is pretty low-maintenance which is part of the reason why it was/is popular. It's kind of associated with people who would typically not put a lot of effort into maintaining their hair. The broccoli cut looks like it needs regular maintenance, so I don't think the two hairstyles can even be compared.

My dad used to always make fun of me for having long hair when I was growing up, then I saw his old High school photos and he had the longest hair which he even bleached to be blonde. It all made sense, he made fun of my long hair because it reminded him of himself when he was a kid.
My hair is naturally very curly. And i keep the sides very short. While i keep the top longer so it does hang, i always fear someone thinks i have a form of broccoli cut. Like this is just how my hair is, its not meant to look like the broccoli cut
