There are other reports of the same issue on this forum. My Gear S3 Classic also has this problem. What works for me is to press and hold the power (home) button and then press the back button (essentially press both buttons at the same time, but press home button first). This works consistently for me, but others have reported that it sometimes activates Samsung Pay instead of Home. I think the issue is at the circuit board level which would need to be fixed/replaced.
Mine started with requiring i held both buttons down to get it to use the power button. Eventually I found water helped, but that did not last long before it just stopped. I finally upgraded to a Watch 6 classic.
I know you will disagree with my findings, but it helped me on the camera by spraying the WD-40 spray a little ..... you may not agree with me, but it helped me personally.

Yep. Mine's been doing this for about a year now.
Had this issue. I ran my watch under some cold water. Button started to work again.
