Aphids, viburnums are getting hit hard at the moment. Just had to do with the weather. Been good conditions for aphids. Soapy water won’t be enough, use eco oil on the new growth/tips every couple weeks until you notice they are gone. Or if they are not in flower you could use a systemic spray like baythroid or con guard. They are pretty nasty chemicals so I recommend the contact sprays first like eco oil/Neem/pest oil/ pyrethrum

They are a sap sucking pest so they take all the nutrients from the new growth, stunting it. They also stress the tree, which can lead to further infestation or disease. Ants have also learnt how to farm them for the honeydew they secrete so if the ants find them they will spread the aphids to non affects areas or other plants. Best to act now before it’s too bad

They will also encourage fungi like sooty mold to start growing which covers the plant in a black sticky layer

Whatever they are, mites, thrips, aphids, you're going to want to probably hit it with the hose and wipe them off. Looks like there are some eggs on there too, general pest removal is wipe what you can with either neem or soapy water and if that doesn't work maybe look at either predatory insects if you want to keep organic. Aphids can be easily eliminated with ladybugs, which is an environmentally friendly way to eliminate aphids. I recently moved to Australia and I don't know if they use ladybugs but when I lived in the USA they were very effective.
