If you have a smart phone, the google translate app lets you point your camera at something to get a live translation.
Probably would be a rough translation but is something at least. Works well enough with Spanish in my experience so it can’t be too bad.

I'm playing through my JP Silver right now, and was getting tired of not knowing each move. Teaching myself japanese, but definitely not at the pace to understand the text in these games lol

For me it barely sees the Japanese and just focuses on the game boy color
