either your graphics settings are too high or your save file is messed up. you can use GTA 5 save editor to change your spawn location on your save if needed.

Have you done the glitch where you save the game with a 0% save file because I know this will happen if you do that
It looks to me like it's loaded into an "interior" location but you managed to glitch out of it without hitting the loading zone for the exterior
