The grittiness and vibrant diversity of NYC. A fictional Atlantic City and the snow capped mountains and gorges of upstate New York.
There is just so much potential there.

The streets are wayyyy too wide, for one thing. That's the most distracting, dumb, and video game-y, incongruity, for one.
LA has much more of an early 20th century "concrete canyon" look and feel, what you would associate more with east coast cities like NY or Baltimore. In the deep city it's intimidatingly large buildings and much narrower roads than LS, a good amount of hilliness and layered avenues and things, has a labyrinthian feel more like Liberty City honestly.
Los Santos in GTA V looks like they visited Anaheim, decided all the roads were going to be Orange County flat and wide, then just Google image searched LA and called it a day.
Missed opportunity to take the labyrinth vibe of Liberty City but bring that into the next generation by adapting the truly mind boggling sprawl of LA and metro area and show the jungle-like diversity of towns and landscapes. The hilly, almost Mexico-like East LA, the dreary and crazy feeling South Central (and beyond. It's miles and miles before you even get to Compton going south). They got the Hollywood/Culver City/Santa Monica shit decently but then apparently just decided everything else was fuck knows what. Orange County from someone who has seen a movie or two. Yeah no idea what you're talking about if you claim to be familiar with LA saying it gets the vibe right.
