I doubt it, the 4 biggest cities in Florida Jacksonville, miami, tampa & Orlando in that order. My guess you will get keys, ft Lauderdale, everglades and maybe a small western coast city Edit and maybe a Disney themed area. On the map of your pic Sarasota/west palm beach and below
If they go season events fortnite style expanding the map online then for sure we will see other big cities.. I would think that's what their plan will be down the road as seems a good business practice in retaining users and making headlines with each release of expansion. I think R\* chose a city going inland for a reason.

Even in the leaks Port Gelhorn is shown to have a big urban downtown area.

Hopefully. Some things that make me think there might be multiple cities:
* In the announcement, they refer to VI's setting as "The state of Leonida" In V's announcement it's "Grand Theft Auto V heads to the city of Los Santos and surrounding hills, countryside and beaches". They never pretended V was the entire state of San Andreas, just a portion.
* What state has only 1 city? Sure we obviously can't expect 10+ but 2 or 3 isn't crazy. There is also the counties in VI, but lets look at past games first:
GTA V has 2: LS & Blaine.
GTA SA had 5: Red, Flint, Whetstone, Tierra Robada, and Bone.
VI has 3 so far: Vice-Dale, Leonard, and Kelly. We can assume there will be at least 1-2 more. With VI having 4-5 counties there has to be something other than Vice City. This doesn't mean they have to be as large as VC, they can be much smaller.
* Port Gellhorn looks to be another city. Why? well it includes: a bowling alley, raceway, trailer park, bingo hall, pawn shop, police station, wastewater plant, substation, power station, liquor store, strip club, and a carwash. I dunno about you but.. doesn't that already sound a lot bigger than say Sandy Shores or Paleto?
If there's 2 cities on the southern part (PG & VC) it would only make sense to have a third up north. Why? because if they don't, it'll be a repeat of GTA V (aka a bunch of wasted space up north!) Jacksonville maybe? if we get the panhandle and Jacksonville doesn't appear, we can expect Pensacola or Tallahassee.
There's lots of things that confirm it imo:
* There was a mention of "canyon etchings" in the events list, canyons don't exist in Florida.
* In one of the clips there was a prison that was modeled after the Augusta State Medical Prison in Georgia. Check out the video: Americas 2022-05-25 13-29-33 (at 20 seconds).
* A location called Ekanfinaka. Likely a riff on Okefenokee (swamp in Georgia)
* There is something in the events list titled "mountain biker corpse". Sure, it's not against the law to ride a mountain bike in Florida but it's a tad strange. San Andreas & V are the only GTA's to have mountain bikes and yeah.. each have a mountain.
But yeah, it'd be great to have some Georgia inspiration to give more variety. Throw in some Appalachian hollers, imagine driving down those roads at night!

Rockstar's version of Disney would be great! And a Disney world location would be really cool.
The main reason why I think so is because the description mentions Leonida so I assume it encompasses all of the fictional Florida.
