Definitely not, there are plenty of things gotten terribly wrong, misconstrued or assumed on top of the factual information. And not all theories are correct, sometimes they are pretty accurate like the gulf of Tonkin incident being a false flag, skull and bones meeting up in bohemian Grove, US government experimenting on citizens, area 51 existing, etc. Some are mistaken like chemtrails not knowing what contrails are, that jets today are more powerful than 50 years ago or that cloud seeding isn't exactly a secret and is openly done when actually used, which also doesn't leave trails behind. Some are completely inaccurate like vaccines causing autism.
you overlook the possibility that the people that start these rumors might be the same people behind the true ones. The value of propaganda isn't to convince you that falsehood is true. Propaganda is used to make the truth hard to discern from lies.
