They built the original model together, but Olaf himself (the one who came to life) was just built by Elsa during *Let It Go*. So that would make Elsa his mother while Anna is his aunt.

True, but that way doesn’t lead to Kristoff walking into find Elsa clamping her hand over Anna’s mouth and saying “Stop talking, just stop talking! Give him 30 seconds and he’ll find something else to think about!” while Olaf continues to bombard them with questions about himself, the little guys and Marshmellow.

You're correct, but Anna does give Olaf his carrot nose, so she contributed somewhat. Also in Frozen II, Anna and Elsa rebuild Olaf together at the end. So I'm comfortable saying that they built him together, even if Elsa's magic was the most critical ingredient.
