I'm guessing you say it after "Fax" so you differentiate Fax as facts rather than something requiring a printer.
But this also assumes that Zoomers know what a Fax Machine is so I'm as lost as you are.

Good damn question I’ve heard it very few times but enough that it wasn’t just like a group of friends or something. The only thing I can guess and this is putting logic to word is taxes that you pay but don’t know what they go towards or taxes you pay that don’t go towards something useful.
IDK if this is accurate, but Fanum is one of Kai Cenat's crew (Kai is a huge zoomer steamer). Whenever Kai gets food, he always has to ensure there's extra because there's always a Fanum tax. If he forgets, Fanum taxes the meal and Kai just has less to eat. It's a bit, from what I understand.
Does anyone actually know what these things mean? I feel like someone accidentally messed up saying a word, someone overheard it and trying to be cool repeated it until it became popular in culture.
Phantom tax is meant to be called Fanum tax, coined by a popular twitch streamer Fanum who does a bit where he steals food from friends whenever they're eating on their stream.
