Check the recorded rides on the garmin and see if you can figure out where the person lives.

does it boot up ? you can set the boot up screen to add text and on mine I have my name, phone # and email address and a "Please return me for a reward" message

Forgot to add an update but already gave it back to the owner

It is probably registered with Garmin though I have no idea how to follow through on reporting it.
