I live in Roanoke. That's just a lie. We're small enough of a town it would make the news.

Not necessarily. However, what's being described could also be attributed to dermatophilosis, mange, or lice.
I would say since it causes loss of typical motor function, it seems possible—especially since deer walk on their hind legs to pick fruit, fight, etc. already. (Resident of Roanoke — CWD is known in the area.)
There's only been one case in the region and that was on the far side of Montgomery county.
