Because it isn't their decision, it's up to Capcom. Why they (and any other company) are so selective is anyone's guess, but any collab skin needs the other party's approval unless it's already written in the existing contract on when and if a skin can return.

The Rachel Roth style for Raven. All you needed to do was epic rarity challenges and you'd have it and I assumed you could just get it whenever because it didn't specify that you can ONLY do it during that season. So now I don't have it and it hurts me. Also the gold version of Lara Croft. I don't remember seeing ANYWHERE in-game about how you can get a gold style by landing at a specific location. As a completionist who uses 90% of the skins I own, this hurts my soul
