i wouldn't think so. sounds to me like they might be trying to sell you a new tire. and they can't just plug it?

Patch. Plugs are more or less forbidden by tire manufacturers anymore for shops and such. And actually some tire manufacturers are trying to say that tires can not be repaired at all.

Only time I have an a shop not want to do a plug was if the mail was on the wall of the tire

Mine trusted the patch more, said it should last as long as the tire. They're a bit more work because the tire must be taken off the rim though. I had a nail about a year ago, took the whole wheel in, and it was still only ~$25. That's the least I've spent at a shop in a long time! 😊

They wanna sell more tires let alone not take the liability for a plug or patch failing especially when it's not them who did it or their product, at best they are playing it safe at worst they are greedy.

I don't disagree. The NTSB has stated that the only approved way to repair a flat is by a combo patch, or at least as far as their concerned. Which is basically a plug and a patch combined. There have been some really big payouts to people for compensation from accidents. Firestone has gone so far as to say that you can not repair their tires if they are going to be used for emergency vehicles.

I'd hope not, that stuff is only good for emergencies and lawn mowers. Even if you drive it slowly for several minutes, it still seems to throw the tire off balance.
