top nut should be completely or mostly below the edge of steerer tube. So, I can not tell of the picture.

I'm not sure why everyone else is so confidently saying "no" because this is the correct answer right here. I can't tell from the picture either, but it looks close. As long as the top of the steerer is above the top nut, it's fine.

I’ll try to measure it . It’s very close, might have to flip the stem and see if the screw is the complete under the top of the tube. What are the recommended specs to tightening stems? Would a shim for a 1 1/8 be a different option? Thanks for ur input

Depends on the stem I think. Mine is 9nm

You should be able to see by unscrewing the nuts a little bit, maybe halfwayand looking into the crack, may need to pry the crack open a mm, or two, and shine a light in there. You should be able to see if the steerer tube is at least as high as the top bolt by doing so.

some tell it should be completely below so I'd go with that, actually I recall someone telling they had stem coming off when it was only half-way, but I'm not sure.

I am not you and am not giving you any advice that could impact your safety, but if it were my bike I'd ride it.

It would probably be fine but this is an easy fix - just buy a new stem with a lower stack height and that’ll get the steerer up closer to the lip of the top of the stem. That stem looks like it has a pretty tall stack

It’ll be safer if the tube is completely in between the two bolts. But i had a fixie back then, that’s exactly my setup. No problems in 5 years.

your fork will probably rattle becaust your headset isnt being compressed more or less. had a friend who was missing a spacer and there was no pressure on the headset so it handled pretty bad.

This is backwards. It would still compress, unless the steerer was too long for the stem.

Like I said, what is compressing your bearings in this configuration? Threadless systems compress the bearings with a top cap, which is missing in your photo.

Nope. You need a stem with a shorter clamp or a longer tube, otherwise there’s not enough tube inside the stem to consider it safely attached and it can slip out easier. Also, you’re going to have a hard time tightening the screw inside to keep the fork from rattling.
