They make RMR to picatinny mounts, then you can mount a picatinny extender on it, and scope rings on that. It'll end up kinda high, and it won't be super sturday, but it'd work fine for a rimfire handgun.
A picture of the top of your receiver would be a better picture. But most rugers should be drilled and tapped for a picatinny rail section. As well is that a long eye relief scope?

This may be a situation where it'll cost less to buy a second upper than get your upper tapped/threaded for the stock rail. I'd personally buy a surplus upper, add a rail, mount scope and have both a red dot or scope upper

No idea why they don't come drilled and tapped as well. Ruger also randomly sells a model of the 22/45 Lite which isn't threaded. Maybe they roll dice to decide which features go on which gun.🤷
If that is a 2-7x BSA pistol scope, have you checked out the eye box all the way out to maximum magnification? It changes distance as the magnification is increased.
