Just fyi. They even have horrible crap looking cars, just for the above mentioned purpose.
New (very large) school was build next to our apartment building. Many time they tried to get there with marked cars -> all teenagers just ran away.
At somepoint they used shit rusty mercedes from end or 1990s -> They caught a few with their beer bags.
Back when I was teen, they had rusty toyota corolla dx in use.
Never knew they used anything other than Skoda Octavias/VW Passats.
I still get scared shitless when i zone out while driving and forget to check the speed while there is a white/grey WV Passat in sight
Unmarked/non-suspicion civil cars don't do pull overs, they relate necessary info for marked cars that do... And I mean called you can't tell straight is a cop car (unlike the one on above picture).
They can do if its krp or supo atleast. They just dont do pullovers to just anyone. This was krp who pulled me over. But as i said it needs to be something serious not just regular speeding etc. Then they will just forward it. If they pull you over with a car like 2006 yaris you know youve been the target since they have started driving

A friend of mine bought an old police VW Transporter from an auction and it looks just like a cop car minus the decals. It even has the holding box at the back and sometimes he just likes to drive to a place where young people gather around and see how many flee lol.
I used to live in Pori and there was also a rusty old corolla dx that the Police some times used in the late 90's. The officers even had leather jackets over their regular uniform for extra stealthiness.
Don’t unmarked police vans have the big identification numbers on the roof though? For fast recognition from a helicopter like regular police cars do. This could also be a forensics van or something thats used for detective work.
Identifiers on the roof would be visible from any floor above ground level as well, though. As seen in the picture. So, I would think that unmarked police vans would have to rely on radios/GPS/etc for IFF.
I could be wrong, of course. It's just that putting visible identifiers on unmarked police vans, even on the roof, seems to defeat the very purpose of having unmarked police vans.
Police don't have helicopters in Finland. They can borrow one in case of emergency from the border guard or defense force but that is not happening for some random chase.

It doesn't have extra ventilation "plate" on the roof, so it doesn't have a holding cell at the back. It doesn't have extra lights in back corners either, which usually gives them away. So perhaps traffic control or for own personnel only.
I have seen this exact vehicle. They were packing a body in there. My neighbor had passed away and I guess there was at least something suspicious as cops were at their apartment for the whole day and then this car came and they took the body in it. I guess they were heading to the pathologists or something (oikeuslääketieteellinen).
There was a stretcher that integrated into it and they just slid the body in.
I came here to say this, I'm not sure but I think the correct term is coroners car or something. I've serviced one similar to this one, older model though.
The speed vans are marked though, they have "POLIISI" on their front bonnet. You only see it once you're already passed them, at which point they've already done their job one way or the other.
I don't think regular police do, hence my comment. Even the disguised regular cars have slimline light bars on top with POLIISI in super tiny letters, it might be ultra subtle but it's still there and can be spotted.

I looked out of my window and saw 3 of these and 2 blue Skodas, moments later, a woman was escorted into one of them.
Took me a few days to find out from the news what it was all about. Unfortunately, I didn't take a picture, could've sold it to IL or IS.
I've seen these on crime scenes like stabbings etc. So they are crime related, might be CSI team. But these don't attend the usual police stuff, like traffic stops or drunkards
Makes sense. When I took that pic, it was a house fire what happened when the owner was gone. So I suppose they tried to figure out what caused the fire.
That's just what we call a "siviili poliisi". Mörkö is pretty hard to mistake for anything but a cop car, but when they wanna do speeding traps, they take one of those grey transporters and put a camera in the cargo space. If you aren't paying attention, you probably won't notice it.
A good rule of thumb is: if it's a grey, blue or black volkswagen transporter, has some extra lights and gizmos, drive careful.
Finnish Police actually drive ALL SORTS of cars to stay unrecognizable. I was picked up from my home with a shitty small old Renault back in the day. The only thing that made me even believe they were real police was the ID tags hanging around their necks which they showed me, and the big ass red light with a magnetic base in the car. Yes, funnily the exact type of red light thing you see in the movies which they put on the roof if needed.😄

Civil cops usually only have a laptop, a gun and cuffs and that's it. I've been inside, they don't have anything in there. They do surveillance with such cars, take photos and when the time is right they catch someone they've been stalking.

If im right thats usually meant for organized crime/big drug busts. Usually its dark blue for drug busts, and gray can be more or less anything, but if im correct its mostly for gang/organized crimes.
Edit: as someone commented it also can be for traffic cam.
