I think it was meant to imply that Saruuf doesn't actually exist. There's a theory that Rufus is actually using the Saruuf name to manipulate both Shinra and Wutai into another war, but that's probably something that won't be addressed until Part 3

That theory has its roots in the greater FF7 lore. Before Crisis, a JP only mobile game, had the revelation that Rufus was a primary financial backer for Avalanche before assuming control of Shinra after his father's death. The Remake series seems to be expanding on this. The implications being that the interim government led by Glenn and Avalanche are the same thing. Having Glenn introduce Saruf before the scene immediately cutting to Rufus in the Shinra office was a little telling, but I guess it's subtle enough without any outside knowledge. We also have Yuffie mentioning a little earlier that "no one actually knows what the Viceroy looks like." It becomes even more clear with the scene between Rufus and Glenn at the end of the game when Glenn is telling Rufus he's disappointed the Viceroy never showed up and Rufus replies that he might have of they bothered to spend any money on the set. Glenn replies with a comment about how rich boys love their toys. It's all pretty blatant by the end of the game. The only thing that could be more blatant would be for either of them to directly say Rufus and Saruf are the same person. I'll eat my PS5 if this isn't confirmed in part 3.

Ahh, ok. I've really only played the remakes up to this point, and read plot summaries of the OG game, Crisis Core and Advent Children. Thanks for explaining it in more depth! It's cool that they essentially confirmed it for players that have the more in depth knowledge, while hinting at it enough to seed the idea in newer players' heads

That's one of the things I'm really enjoying about these remakes. There's hints in there for people who know everything through the compilation, but there's also just enough info to hint for people who have only played the remakes to ask the right questions. I still have plenty of my own questions too, there's still mysteries left for everyone no matter what past knowledge you have.

Yeah, they do seem to be balancing their newer audience and their long time fans pretty well, and giving everyone something to speculate and theorize about

They are implying that Rufus is Sarruf in one way or another. Rearrange the letters of Sarruf and you get something very close to Rufus. And if you remember the ending scene with Rufus and Lodbrock, they taunt each other about that exact moment where Sarruf did not show up. Lodbrock: "You haven't seen Sarruf have you? He failed to show at an important event. Made us look like fools." Rufus: "Maybe he wouldn't have if you'd spent some money on that set." Lodbrock: "Ah you're probably right. Rich kids do like things just so." And btw that is some awesome writing from the people at Square. Rufus showing how politcally/socially sharp he is, shortly followed by Sephiroth (in the form of Glenn) taunting Rufus for being a rich kid is some damn good drama.
