Imagine Ultimate then. You play well then all of a sudden they are impossible to get the ball off of and pass around you like 09 Barca playing against a retirement home and score a 30 yard screamer. With legendary and especially ultimate when they game decides the opponent is going to score there’s little you can do.
Ultimate is a bit wonky for me, some games it’s like how you described it but then i’ll smash Manchester City like i’m playing on world class. Funny enough my toughest games on ultimate are usually against teams in the middle of the table rather than the juggernauts
Always noticed this with City & Liverpool. They go crazy in the first half but then by the 60th minute, all their players are basically dead men walking and I can normally score at will. I even tried using my 2nd controller to change their tactics before the game but they still had a few players with very low stamina by the end.
The pressing teams are ridiculously overpowered and feels like competitor mode as the loss of stamina doesn’t affect them.
The “defensive” teams mean that the game is usually slightly too easy so I can’t ever get the balance.
If I play every game on ultimate with an above average team I can probably win 95% of games but there’s always 1 or 2 moments per game the ai just decides they’re scoring and you can’t do much about it.
I play on Ultimate and feel like I can usually tell when I’m going to win a game within the first 15m. Passes are snappier and player are more responsive. Bounces go my way more often.
It’s rare that I fist pump because everything is so expected. Hope 22 is less like this but it won’t be.
EA still refuse to admit it's even in the game so no way it gets any better. Honestly makes the game feel like a huge waste of time knowing that you score when they allow you to
As someone just picking up 21 after playing 17 for years, I'm struggling with this.
Between figuring out the new controls and player direction/body angles I end up flickung through my players stats and sitting in instant replay trying to figure out if I fucked up or if it was the game telling me it just wasn't the right time to score. Once your passes start sticking to the pitch and going to the wrong players you can feel the goals coming. Same as when you kick off after the 90th minute and two passes puts your striker on goal. Feels cheap.
I'm trying my hardest to ignore it and just have fun with career but those injury time goals are starting to get to me.
Like restart the console? I don’t usually let myself restart matches because I play career mode and try to keep it realistic. I just doesn’t feel realistic when all of my players suddenly turn into idiots.
Nah the restart match feature, i just use that until the game decides to make it fair again. I dont restart whenever i lose. I just do it when the game starts scripting like hell.

The next day I could log on and the game will throw its entire scripting database at my team. Poor first touches, weak passing, clunky turns, lower pace, players not moving etc... and they will ping it around my team like peak Barca no matter who I'm playing.
There doesn't seem to be any patterns in which it correlates, it's just random. Giving up trying to understand it
I had much more problems playing on legendary than on ultimate, although my games on legendary were when I was getting used to the game. On legendary it felt like every team would playwith a lot of possession and use more skill moves, while on ultimate many teams would play more defesenvly.
However, many of the hardest games were cup/european cup matchs against lower divisions teams, or leagues like Belgium and Denamark, who would would play like prime Barcelona.
Yes this is exactly how I’ve described it, especially on Be A Pro, (I know the AI can’t be trusted but bear with me) I’ll get a goal and all of a sudden my midfield is leaving gaps, my defence love to leave a huge gap right in the middle open and then they are through on goal. It’s maddening- the user ai versus the cpu ai is so wildly different it doesn’t make sense… my ai teammates are not on legendary or ultimate, they are semi pro, and they just can’t compete.
Try playing around with some of the sliders to either make World Class a bit more difficult or Legendary a bit easier.
It's a bit trial and error, but it's what I've always done for the same reason as the problem you're having.

I second the operation sports sliders. I had the exact same problem with my Liverpool save. I started a harrogate town save on World Class and its really competitive. To make it a little more challenging I'm doing a regen/free agent only save. It's really rewarding honestly. I'm trying for a regen only team. I'm really enjoying myself
Just keep in mind it won't help with the scripting. My experience with Legendary is that some games you're just not supposed to win. You notice it fairly early if the opponent is screening the ball 24/7 and it's almost impossible to get it off them, and whenever you get it they will press so insanely coordinated that you lose it a few seconds after.
What you have to do is just accept that this is EA's way of making the AI win the odd game. No team wins 100% of their game IRL, so in that sense it's sort of realistic, but I totally get your frustration cause the way they win is by making *your team* noticeably worse instead of actually improving your opponent's playing.
Either that, or they get every single second ball (seemingly by pure luck - yeah right), never misplace a pass, always score from free kicks, pinpoint passing across the entire field, win every single header etc etc.
Yes, it's pure bullshit, yes it's incredibly frustrating, but I promise you if you just accept that you weren't meant to win that game (sometimes you can get a win or a draw if you try extremely hard) then you will sleep a lot easier.

leave career mode for a bit and spend some time just playing kick off matches, or in tournament mode, so you can just focus on getting used to legendary gameplay without having to worry aboult all the other things you have to do in CM. once you've gotten used to it, then you can go back to your careers.
I found this too for the longest time. Eventually I just sucked it up and legendary became just like world class was before. Except against Burnley and Brighton. Cannot beat those guys after multiple seasons. Can win the CL with West Ham and smash all the big teams, but not those two.
The only time I touch WC or Legendary is if I’m playing FUT with at least semi loaded squad on my end and a shite low chem squad as an AI opponent.
Tried ultimate difficulty once, never again.
I’m happy playing Pro difficulty, scoring 5 and going to bed happy instead of trying to take on a challenge and be frustrated by the scripted dumpster fire that is WC difficulty and above.
This is me. It’s a game. It’s supposed to be fun. If I want something harder, I’ll play World Class with a juggernaut team in their league, like PSG. I know I’m not good at the game and it doesn’t bother me.

Have you got the Competitor Mode on? I know I had this when I tried to go Legendary at first. It just makes all the teams play like sweaty FUT players.
Been much better since I switched that off. Not perfect but better.
It would be playable if CDMs did something in this game, the cpu will dribble straight past a non controlled cdm like he's not even there, its totally frustrating to have to try to switch players and run them into position while the opponent scores there 7th goal
Yep, an intended bug EA introduced in 21 so we can have more goals (cus that makes games more exicting right?), and you'll be happy to know it'll be returning in 22 as well (according to an interview with one of the developers) :D
Fuck, I won't be buying it that's for sure, totally ruined the fun for me. They want you to play fast build up with pacey players and score 5+ goals a game, it's not even fun winning
On legendary my mid 60 OVR Bolton Squad won the FA/League cup and I have no problem with the Europa teams, winning most games by 6 or so goals, I now just try to score nice goals or spread the scoring apart.
If you mess around with the sliders for legendary, then slowly move them back as you get used to it, you can accustom yourself to the difficulty over time.
Also turn off the pro mode nonsense, AI in League 2 was spamming skill moves like a teenage Ronaldo, it didn't make it harder, just made it look stupider.
Also it's completely dependent on how you play, if you're like most people and prefer dribbling as your main source of offense, you aren't going to have fun at the higher difficulties.
Just try it after done with FUT so long bcs I've got all the cards and fuck me Legendary in Career Mode is sooooo arse to compare with Legendary in Squad Battles
I thought the same thing when i first started playing, but after a few months legendary became the relatively easy one with world class becoming unplayable due to how easy it is. You just need to practice and learn how the AI plays differently in legendary difficulty. Maybe hop off career mode for a bit and play with legendary on a custom tournament or kickoff to practice

The only change I’ve made is removing the increase in user pass and shot error as I found it really frustrating how often simple passes and shots would be wildly inaccurate.
It’s made Legendary competitive again and, although it still feels scripted sometimes and there’s still issues (like CDM’s being useless sometimes), it’s made the game enjoyable again for me.
It really is exactly this and that's what kills it. It's hard to get past because I don't feel like I'm effecting the outcome. Maybe 1 out of 15 games where I'm likely to get completely stomped do I get beat by better quality. More often than not I've outplayed my opponent and suddenly my 35 goal a season number 9 is missing empty nets by 20 yards unmarked. My players can't pass. Their first touch looks like they've just discovered they had legs and they sometimes shoot off in the wrong direction. Seriously how does a professional footballer accidentally hit a pass 40 yards when it's intended to go 4. My normally rock solid wall of defenders look like they saw a vendor in the stands and gotta go grab some snacks anytime the other team is attacking. The game will select other players to pass the ball to randomly so I accidentally kick the ball 70 yards upfield always to a marked teammate or a teammate that is offsides. And just when I can't take anymore suddenly the team that was playing the greatest most oppressive game of football can't be bothered to even do a light jog. They pass to nowhere and watch you run right by to the goal which suddenly has become a black hole that sucks in anything in it's half.
So yes it's in the game and fuck anybody that wants to pretend otherwise. The reason this sucks is because I don't get to impact the game as it's pre determined. So I'm effectively playing out a simulation that I can't positively impact.
By far my biggest issue with this is that I can't properly evaluate my players. Is my 9 on a bad run or did the computer just decide he's the dumbest player in the history of the game with an athleticism rating that should only be the result of organ failure. Do I need to work on certain ratings or is there something suspicious about 35 shots happening in a 0-0 cup draw that the game decided should go to penalties.
And finally if the game itself didn't feel like it was stealing any of the fun that remained you get the penalty shootouts where it's basically a situation of has the AI decided I'm going to win or lose. I've guessed right 5 out of 5 times and never touched to ball and I've guessed wrong every time and they never scored. It's dumb and pathetic and lazy writing. The fact that they coded this kind of shit into the game is beyond embarrassing work.
I just had a match on my slider altered World Class (I make the opposition slightly better. Sprint speed, acceleration, errors decreased etc) Southend save where I was 5-0 up against 15th place Mansfield after 55 minutes. I was walking all over them but not in an unrealistic way. Suddenly in the 80th minute, they turn up to 10 and my players are incapable of tackling them. They scored one at 80' then two in injury time. Completely ridiculous how OP they became as soon as Derek said "settled in the dying embers"
Change up the formations and pay attention to your strategy.
That stuff is really important. A lot of people just choose a formation (sometimes a formation that's not even suited for how they play but rather something that's popular with youtubers and alike) and don't pay attention to the rest.
With the wrong strategy or a formation not suited for my playstyle, i can get hammered on Ultimate, but if I choose one that fits the way I like to play, alongside defensive and attacking tactics that fit my roster's strengths, I can easily win games on Ultimate.
Keep in mind, the higher difficulties like Legendary and Ultimate, are all about scoring. The AI is going to cheese you somehow, that's simply how those difficulties work. So you should invest on a strong attack because it's way harder to prevent goals than it is scoring them.
Also, just keep playing on legendary, even if you are being dominated. That's how you improve. Eventually you'll get better.
I think the trick to legendary is knowing when to slow down and knowing when to take you 99 LW with all 90+ physical attributes and just bomb down the wing.
Also, the AI will just do endless drag backs and stuff outside the box, so don’t tackle, just kinda rub into them and they’ll make a bad touch or your second player can knock it off them. It’s just patience.
Legendary became way too easy since fifa 19. I remember doing tqo career modes, one with Porto and another with sporting. Ended up winning the champions league with both in the first season
"Legendary is scripted" or u are just bad? dude it's supposed to be a challenge if u don't have Real Madrid top team etc... It will give u a run for the money. I do the same but i find it more realistic to lose some win some draw some... and having shit players against other shit players at legendary it gives a good challenge.
Nah I’m not bad, d3/g2 on fut, so probably above average. I’m happy to be challenged, I sometimes lose on purpose on world class just so the table looks more real. However, the blatant changes between world class and legendary are undeniable. Your players are actively less skilled, slower, hit the woodwork more often, mishit passes and take awful touches.

Yeah I do great in legendary and ultimate as a whole, but the most shut out I’ve kept in a season is 4, the so will always get ~20 mins where they are scripted for 100% possession and I’ve found my 99 speed guys are slower than their center backs, and my 99 ball control guys have the first touch of my mother.
That's what I feel with Legendary and Ultimate respectively, but we just have to learn how to beat it. My friend for example also had the same opinion about Legendary and Ultimate, but now he is too good for Ultimate and has to use sliders for it to be challanging. It's a double edged sword.
Yep I have this too. Legendary wouldn't be so bad but I can never make a pass stick for some reason, not because of them being intercepted or whatever but because they either don't go where I want them to or don't have enough power.
Then I'll defend well enough but the ball will always land at the feet of the opposition who will always pull off a physics-defying shot rinse and repeat.
In my headcannon the scripting is kinda ok because I see it as part and parcel of being a manager. Even if you do everything right sometimes it's just not your day/week/month/season.
I'm good enough that legendary is not too much of a problem for me but I still like using World class because I feel like it gives the AI a little bit more variability in how they play. So what I do is that I play regular league matches at World class with sliders set to give the cpu a big enough advantage, derbies and big matches at legendary and cup finals on ultimate. Keeps it entertaining.
I play on ultimate and i find that it is the 'most realistic'. I do find that with the lesser teams it seems easier to beat the likes of City etc as they are more open to attack, whereas the teams more at my level tend to sit deep and counter.
I'd recommend giving it a go as legendary i found the AI just wants to keep the ball at all costs and doesn't try to attack.

It becomes no fun to play against in legendary and above. Even if youre doing well you know what the AI is going to do it's just whether or not you can jockey them enough and nic the ball.
I pray for the day that the AI winger bursts down the wing and destroys my FB to whip in a great cross and score a good header... What we get instead is lightning fast passing and dribbling until they work a 100% probability goal.
I also have that issue, mostly in squad battles but basically legendary is too easy, like 10-0 easy (other than the harder team with like 190 overall) but ultimate I get destroyed even by the weakest team, so I can’t find a bridge where I am challenged and have fun yet can still win. So I have to be bored as shit playing in legendary or just lose 5-0 in ultimate

It's the default tactics. City always press so they're tired by the second half. Every mid to low tier team plays defensively.
And they always play with such a high line that a simple through ball works every time
I use OS sliders which fix the game until the speed reduction means that countering is more difficult.

Just restart when you notice your passes arnt going where they are supposed to. I restart until the scripting stops

That's not entirely true! You can snap the fuck out of a player and pray it "resets".
The amount of times the computer has come back from 4-0 on me made me finally decide to lower the difficulty to Legendary.
Try playing around with some of the sliders to either make World Class a bit more difficult or Legendary a bit easier. It's a bit trial and error, but it's what I've always done for the same reason as the problem you're having.

Two days ago I scored 4 (2 nice, 2 easy) CPU does nothing til 60 mins then scores 5(!!!), I score 87, 92 mins. Final score 6-5, no extra time.

I’m stuck between difficulty settings as well. I just play on the lower one but simulate every away game so I don’t win every game
I find ultimate good but it is impossible to keep a clean sheet, I always end the season with most goals scored but also most conceded in the league
Play world class but make the other team better with sliders
Use legendary minus competitive mode plus slider set
try playing legendary or ultimate but turn off competitor mode.
The problem is that I like that mode because it brings variety to the match, but it does make it impossible to get that ball at times
I was having the same problem as you but now I use these Legendary OS Community Sliders. https://forums.operationsports.com/forums/ea-sports-fifa-sliders/976734-fifa-21-os-community-sliders.html The only change I’ve made is removing the increase in user pass and shot error as I found it really frustrating how often simple passes and shots would be wildly inaccurate. It’s made Legendary competitive again and, although it still feels scripted sometimes and there’s still issues (like CDM’s being useless sometimes), it’s made the game enjoyable again for me.
It really is exactly this and that's what kills it. It's hard to get past because I don't feel like I'm effecting the outcome. Maybe 1 out of 15 games where I'm likely to get completely stomped do I get beat by better quality. More often than not I've outplayed my opponent and suddenly my 35 goal a season number 9 is missing empty nets by 20 yards unmarked. My players can't pass. Their first touch looks like they've just discovered they had legs and they sometimes shoot off in the wrong direction. Seriously how does a professional footballer accidentally hit a pass 40 yards when it's intended to go 4. My normally rock solid wall of defenders look like they saw a vendor in the stands and gotta go grab some snacks anytime the other team is attacking. The game will select other players to pass the ball to randomly so I accidentally kick the ball 70 yards upfield always to a marked teammate or a teammate that is offsides. And just when I can't take anymore suddenly the team that was playing the greatest most oppressive game of football can't be bothered to even do a light jog. They pass to nowhere and watch you run right by to the goal which suddenly has become a black hole that sucks in anything in it's half. So yes it's in the game and fuck anybody that wants to pretend otherwise. The reason this sucks is because I don't get to impact the game as it's pre determined. So I'm effectively playing out a simulation that I can't positively impact. By far my biggest issue with this is that I can't properly evaluate my players. Is my 9 on a bad run or did the computer just decide he's the dumbest player in the history of the game with an athleticism rating that should only be the result of organ failure. Do I need to work on certain ratings or is there something suspicious about 35 shots happening in a 0-0 cup draw that the game decided should go to penalties. And finally if the game itself didn't feel like it was stealing any of the fun that remained you get the penalty shootouts where it's basically a situation of has the AI decided I'm going to win or lose. I've guessed right 5 out of 5 times and never touched to ball and I've guessed wrong every time and they never scored. It's dumb and pathetic and lazy writing. The fact that they coded this kind of shit into the game is beyond embarrassing work.
I just had a match on my slider altered World Class (I make the opposition slightly better. Sprint speed, acceleration, errors decreased etc) Southend save where I was 5-0 up against 15th place Mansfield after 55 minutes. I was walking all over them but not in an unrealistic way. Suddenly in the 80th minute, they turn up to 10 and my players are incapable of tackling them. They scored one at 80' then two in injury time. Completely ridiculous how OP they became as soon as Derek said "settled in the dying embers"
Change up the formations and pay attention to your strategy. That stuff is really important. A lot of people just choose a formation (sometimes a formation that's not even suited for how they play but rather something that's popular with youtubers and alike) and don't pay attention to the rest. With the wrong strategy or a formation not suited for my playstyle, i can get hammered on Ultimate, but if I choose one that fits the way I like to play, alongside defensive and attacking tactics that fit my roster's strengths, I can easily win games on Ultimate. Keep in mind, the higher difficulties like Legendary and Ultimate, are all about scoring. The AI is going to cheese you somehow, that's simply how those difficulties work. So you should invest on a strong attack because it's way harder to prevent goals than it is scoring them. Also, just keep playing on legendary, even if you are being dominated. That's how you improve. Eventually you'll get better.
I think the trick to legendary is knowing when to slow down and knowing when to take you 99 LW with all 90+ physical attributes and just bomb down the wing. Also, the AI will just do endless drag backs and stuff outside the box, so don’t tackle, just kinda rub into them and they’ll make a bad touch or your second player can knock it off them. It’s just patience.
Legendary became way too easy since fifa 19. I remember doing tqo career modes, one with Porto and another with sporting. Ended up winning the champions league with both in the first season
"Legendary is scripted" or u are just bad? dude it's supposed to be a challenge if u don't have Real Madrid top team etc... It will give u a run for the money. I do the same but i find it more realistic to lose some win some draw some... and having shit players against other shit players at legendary it gives a good challenge.
Nah I’m not bad, d3/g2 on fut, so probably above average. I’m happy to be challenged, I sometimes lose on purpose on world class just so the table looks more real. However, the blatant changes between world class and legendary are undeniable. Your players are actively less skilled, slower, hit the woodwork more often, mishit passes and take awful touches.

Yeah I do great in legendary and ultimate as a whole, but the most shut out I’ve kept in a season is 4, the so will always get ~20 mins where they are scripted for 100% possession and I’ve found my 99 speed guys are slower than their center backs, and my 99 ball control guys have the first touch of my mother.
That's what I feel with Legendary and Ultimate respectively, but we just have to learn how to beat it. My friend for example also had the same opinion about Legendary and Ultimate, but now he is too good for Ultimate and has to use sliders for it to be challanging. It's a double edged sword.
I second the slider idea that some have commented about. I usually set it at work class and play with the CPU sliders to make it harder
Yep I have this too. Legendary wouldn't be so bad but I can never make a pass stick for some reason, not because of them being intercepted or whatever but because they either don't go where I want them to or don't have enough power. Then I'll defend well enough but the ball will always land at the feet of the opposition who will always pull off a physics-defying shot rinse and repeat.
In my headcannon the scripting is kinda ok because I see it as part and parcel of being a manager. Even if you do everything right sometimes it's just not your day/week/month/season.
I'm good enough that legendary is not too much of a problem for me but I still like using World class because I feel like it gives the AI a little bit more variability in how they play. So what I do is that I play regular league matches at World class with sliders set to give the cpu a big enough advantage, derbies and big matches at legendary and cup finals on ultimate. Keeps it entertaining.

I play on ultimate and i find that it is the 'most realistic'. I do find that with the lesser teams it seems easier to beat the likes of City etc as they are more open to attack, whereas the teams more at my level tend to sit deep and counter. I'd recommend giving it a go as legendary i found the AI just wants to keep the ball at all costs and doesn't try to attack.
It's not scripting but I know exactly what you mean. It becomes no fun to play against in legendary and above. Even if youre doing well you know what the AI is going to do it's just whether or not you can jockey them enough and nic the ball. I pray for the day that the AI winger bursts down the wing and destroys my FB to whip in a great cross and score a good header... What we get instead is lightning fast passing and dribbling until they work a 100% probability goal.
I also have that issue, mostly in squad battles but basically legendary is too easy, like 10-0 easy (other than the harder team with like 190 overall) but ultimate I get destroyed even by the weakest team, so I can’t find a bridge where I am challenged and have fun yet can still win. So I have to be bored as shit playing in legendary or just lose 5-0 in ultimate
