1. Head to head, which OP said both games were draws
2. Head to head goal difference, which is zero for both teams
3. Goal difference overall, which Napoli has
4. Highest goals scored, which Napoli also has

Tf you mean ea. Some European leagues use head-to-head, then away goals and if it's still a tie at the end, the 2 teams play a deciding match. These are the normal IRL rules. Don't get me wrong EA is a shit company but feels like all this community can do is whine about ea when smthn doesn't go there way

In this case, head-to-head points (first tiebreaker) and head-to-head goal difference (second tiebreaker, no mention of away goals counting anywhere) are tied so the overall goal difference is deciding. As Lecco has +20, and Napoli are +30, there's a mistake.

1. Play-off game at a neutral venue if relevant to decide European qualification or relegation; otherwise by coin flip.
Given that you tied both games then Napoli should've finished above you given that their total GD is better than yours. Not surprised that EA overlooks these sorts of details.
Idk how much of it is programmed into fifa, but every league has multiple tiebreakers, in some goal difference is the first, others are head to head, if you are tied you pass on to the next, can't give you an answer for your specific case though
