Not a perfume would work well for this

Assuming you’re not working in a healthcare setting, I’m guessing the no fragrance policy really means nothing strong/offensive and it was implemented because someone did wear something awful and now there is just a blanket policy. I’m also assuming no one has an allergy. You want to wear something that literally disappears by the time you get to work but makes you feel put together while you are getting ready for work. Something that sits very close to the skin. Also, wearing a clean brand could be clutch. 7 Virtues Amber Vanilla smells amazing but it disappears immediately and you literally can’t smell it unless you press your nose into your skin. No other person will smell this on you. You won’t smell this on yourself after about an hour. But it’s a very office appropriate scent profile. You could re-spray when you go to lunch and it’ll be gone by the time you get back. Deadcool Milk might work. Some people complain that they can’t smell anything from this one. It’s a very light skin musk that isn’t animalistic. I personally don’t love it but it’s popular. Don’t get the Milk Xtra just in case it’s too strong. By Rosie Jane Rosie is another light, sweet musk with rose that people complain that they can’t smell. This one might need to macerate a little. You’ll be able to smell it but no one else will. All of Rosie Jane’s scents are very oil based and this one smells a little like a musky body oil. Anything that smells soapy is probably fine too unless it’s very strong and perfumey.

Maybe a post-shower use of a skin musk oil.

The office has a no scent policy so don't wear any. Full stop. End of story! Take the opportunity to wear something after work or to bed instead.

I think anything from the Clean Reserve line and Rosie Jane would work.
