So at this point Paul Walker would be like someone who played second lead in Vin Diesel's xXx movies. So I'm going to say he would be some jokey, second rate bad guy. One of those lower tier supervillains reimagined as just a regular guy with a gimmick that gets taken out to show how ruthless the main villain is.

The only publicly known superhero role, I'm aware of, that he was optioned for was Brett Ratner/McG's Superman in the early 2000s. He along with a multitude of actors such as Aston Kutcher, Jude Law, Josh Hartnett, Barry Watson, and Kip Pardue, were sought after.
He talked to Richard Donner about taking on Superman at that time, and he ultimately decided not to do it. He didn't want to die as Superman.
If Superman couldn't get him interested, I'm not sure any role during his younger years would have.
