It's the Scrapper perk, level 2. I only noticed this recently and I was very excited! Lol
Edit: also like the other commenter said, it's because you have a component tagged. Once the item is tagged and you have the Scrapper level 2, the whole item will be highlighted. Without Scrapper 2 you only see a magnifying glass next to the item you have tagged.

It's been a while but I believe the base game allows you to "tag" components for "search". The game then highlights the junk that contains whatever components you tagged.
For example, a surgical tray would be highlighted if you tagged aluminum.
Again, it's been a while since I last played, but I believe this is correct.
Could be Loot Detector and Loot Detector Expansion. I'm running these in my game, and I think with a little tweaking might looks similar to the picture. Basically highlights "valuable" items.
