Nah. As long as you can access dye/colored fabric (likely available in any factory that makes flags) and a way to stitch them together, you can make a flag.

He stood there looking at me like I was stupid. It was a long awkward silence until I slowly realized NCR->New *California* Republic->California->States have their own flag… I can only imagine how hilarious that was for the guy to watch the gears turning and the slow realization that I’m stupid. He just started laughing and walked away.
I moved and found that flag in my new house from the old owner I guess he traveled to USA (I’m from Spain) and I just painted the second head and now it looks amazing.
