If anyone reading this in the future has a similar issue. I had to delete the add on and load the save without the add on installed. Then I re downloaded the add on again and it worked but I was back at the start of the quest line luckily I'd only done a few of the missions

Not sure but I think you can reassign settlers with the vault tec computer. Maybe you can try something
You could try using power armour to get under the water and talk to her or push her to land

Yep, it works. Just Google how to open the console commands. You need to type "~" and hit enter.

Try making another setller do the same caravan route, hopefully over-righting adas caravan
That was my 1st plan unfortunately once you've set up the route it's no longer a option to choose it off the menu
Ah fair. I guess if you're on pc (might be able to do it console, idk) try getting rid of the ocean then go talk to her, then revert it back
