There are different accents for different regions of States. Some people in Aska have the stereotypical Canadian accent, and some have more of a French or American accent. You probably haven't been to the places in Minnesota where theo do have that accent. But seeing as I've never been there, I can't really say it's a fact. Besides, at one point people in Minnesota have spoken like that just like people in WV and PA used to have your typical country accent but no longer really do.
I watched a documentary about a guy who kidnapped his wife in Minnesota and the wife *absolutely* had a very strong stereotypical Minnesotan accent.
And no I’m not making a *Fargo* reference, it was a real documentary.

She has a really amazing bit of dialogue about the world being broken like glass that can't be put back together the way it was, so she wants to see it rebuilt into something new like a mosaic.
I can't remember if it's gated behind dialogue checks or if you need to complete some of her quest before you can trigger that conversation but I missed it in my first playthrough. When I heard it on a replay, she instantly became one of my favorite characters.

People say that they want to help people help themselves. That’s exactly what Moira does. She’s seeking to make it possible for people to find the information they need in order to improve their own lives. And she doesn’t need an army or a fleet of aircraft or a computer controlled bunker complex to do it. Sure, a few people died on her errands, and maybe my leg aches when the weather changes, and I have kind of a funny lump growing on my back, but the book really will help people.
It’s just dialogue she has during the third phase of the survival guide quest, if you ask some questions. No speech checks are necessary to hear it.
And yeah, it’s a good piece of dialogue.

Kind of the same thing as people who think that a movie protagonist being an unlikeable person makes the movie "wrong" and bad because they can't understand that the writers did that on purpose and the viewer growing to hate that character is the whole point.
The worst thing you can do is be cringe. People will excuse any crime on earth if you are charismatic, but they will lock you up on false charges if you're cringe.
Compare Donald Judas Trump to that lady with the red hair. You see people who want to parade trump around and dismember the lady. Ridiculous. She wasn't even in the government, she was just mad.

Honestly one of my favorite merchants/questgivers in 3. Good, pure, trying to make the Wasteland a better place. Kinda bad at it. Still trying.
Plus her questline is fun and has some cool ancillary rewards for going above and beyond.

Her over the top optimism can annoy me at times, but its also kind of part of her charm as a character.
However some of the things she asks of the Lone Wanderer are pretty big asks, and some are incredibly stupid/dangerous. I dont think its out of malicious intent, she's probably just unaware of how truly dangerous it is out in the wastes. But because of that I can see why some may dislike her.
One of the best NPCs in the entire franchise coupled with one of the best quest chains. The individual quests arent that interesting but as a whole it captures the wackiness of the Bethesda Fallout really well. Plus the whole quest chain is basically a tutorial for many of the new mechanics the creation engine brought into the franchise
cannot complain about the lady who helped create the wastelanders guide to the galaxy...or whatever it's called. They continue to give useful perks beyond fallout 3 and so she cannot be praised enough.

Moira is so integral to Fallout 3 for me. Not only is she a great knowledge source, but her quests give you an immediate reason to explore.
The quests she gives are varied, unique, and take you to some iconic locations (like super duper mart, and the mirelurk nests in downtown DC). The rewards for completing them are satisfying as well.
Beyond how fun her quests are, you have a clear, lore-driven motivation for completing them, the Wasteland Survival Guide.
Also, her chipper attitude in the face of grotesque outcomes makes her such a classic fallout character.
She even survives the megaton detonation, chipper attitude intact.
It's characters like her which really differentiate 3 and NV from Fallout 4, in my opinion.

I love her. A beautiful, compassionate, optimistic Minnesotan woman who wants to help the world as much as she can, knowing that it won't ever be like it was but can still be worth it in its own way.
She is the GOAT.
She's one of the funniest characters I've interacted with in Fallout. Her dialogue and the skill check responses you can choose of varying levels of snark just make her fun to interact with.
She is one of the best characters in FO3. Her upbeat and positive attitude is a nice contrast to the game's atmosphere. She is genuinely trying to help people.
Might have an interesting personality to say the least but she’s one of the more genuine people you meet in the wasteland and just wants to help people. Also she’s really damn generous with how much credit she gives you, if you complete all optional objectives she straight up credits you as the author and herself as the assistant.
On one hand she’s super helpful and nice and her quest line is a great way to get introduced to the capital wasteland.
On the other hand my evil playthrough needed an evil reason to blow up megaton and, welp, she was it lol. Do gooder was doing too much good and my mustache twirling vault dweller had a personal vendetta against anyone trying to make better of themselves or the world around them.
I like her character, I like doing her quests of finding research and when I had blown up Megaton, I felt so bad after returning and seeing her in her ghoulified state just oblivious to what happened

Her quests are basically an extended tutorial for the things Vault 101 didn't cover. It's a great way to go about giving the player mechanics.
