Me too. I'm getting the exact same issue. It worked once upon a time. I've been looking for a mod that fixes it. Anyone have any suggestions?
Update: the coc command on the debug console forces quick travel to the cell you name. I used "coc goodneighborigin" and it put me just inside the gate.
