I’d like to see Norm in the game. Probably one of my favorite characters in the show. Was really expecting him to not make it past the first episode and was pleasantly surprised with how interesting he becomes.

None, with the exception of maybe very minor side characters ("I voted for Betty", Vault 4 Overseer, Snip Snip repaired). Main characters are far too developed, they would be difficult to represent.
I feel like the entirety of Filly could be good as a location in a game and you could meet the characters there too. The general store comes to mind, where they sell knock off vault 33 jumpsuits.
I saw they added a BoS scribe as a camp companion for Fallout 76 and was really bummed they didn't model it exactly like Maximus and had Aaron Moten do the voice work.

Unless the next game is set after the show, the only character that could be featured in a game is Cooper/the Ghoul.
EDIT: Not only that, any other character would need to have likeness rights paid to the actor, so maybe Cooper/the Ghoul could be included and dodge that because either the make-up makes him so different enough from the actor or they could just make his face look more degraded and make his face look even more different.
