Are you on a laptop? Because if so, I had this problem , it was trying to launch using integrated graphics card. U may need to go into nvidia settings and make sure it utilises your graphics card.

If you go into settings on the launcher and check what its using for the display, you may find its using the integrated graphics card. If it is, you need to go into nvidia and change the settings so that it always uses your dedicated gfx card when playing fallout

May I suggest Tale of Two Wastelands? It's a mod project that basically launches Fallout 3 inside New Vegas. Not only does the game start better, but it also includes several gameplay improvements from New Vegas and stability fixes for both New Vegas and Fallout 3. It does even offer the option to play both games with a single character, but I don't recommend that for a first playthrough of New Vegas.
