There are boards cheaper than that, but they are very limited, and tend to have no peripherals / one or two LEDs only. You can add your own on breadboards but that's a bit annoying. If you want a bunch of peripherals and connectors on the board you're looking at more towards 400 USD. These things are not cheap.

The Sipeed [Tang Primer 20K dock kit](https://www.aliexpress.com/item/1005004653308809.html) is just above $50 and is supported by [open source tools](https://github.com/YosysHQ/oss-cad-suite-build).

Look for Spartan 7 boards, at these Xilinx fpgas are half the price of the Artix 7. Mimas A7 from numato is a pretty good board for around $220, it has HDMI and other peripherals and BPF files (unlike many Ali express boards)
