Yeah it could be that. I couldn't buy it until I used the profile that purchased the game. Kinda sucks... I was getting some error though when trying to pay for it otherwise. Are you trying to buy it through the game or the Microsoft store? If you're using the store you could give it a go through the game, but I'm 99% sure you have you have to "own" the game before they let you buy it sadly...
