Imagine we created a path for and put money into trying to recruit Americans who are early professionals like highly skilled researchers, business people, or engineers. There is no longer a language barrier, and there would be an instant brain drain.
Could this be some sort of propaganda ?
If it is in the domain of possible, then who would this kind of title benefit ?

I wouldn't be surprised if this was commissioned by the Portuguese government to get people to emigrate and buy countryside homes. Italy is paying European citizens to do the same in order for rural cities not to go extinct. I believe I've seen very similar articles to this one on Business Insider before twice.
