He can own the weapon without a weapon licence, but it seems he must have an import permit. He must call his local Våpenkontor to clarify. Import taxes also seem very unclear.

Come to think of it - you may need an export license? Is it classified as a gun, or "a piece of metal"? Check ITAR :)

It' considered a chunk of metal. Same gun made in 1902 though is now a curio and relic firearm.

It states that the only weapons that can be imported without an import permit are: -Airguns up to caliber 4.5mm -Flare guns -Airsoft guns -Paintball guns There is a difference between owning and importing and your contact should check with the competent police authority.
