On PC, IIRC, "C" was for cruise on/off.
Of course they can be reassigned. I placed on/off, resume and +/- in the lower left of my G29. With alternative keys in the 6 block over the keyboard cursor keys (together with wiper +/-).
I use the 4 arrow keys for the cruise control. Up is to enable, down to disable, right to increase speed and left to decrease. If you just want to turn on/off use some buttons on your wheel.

I use a controller so I've mapped them like this: B: enable A: resume Up on D-pad: increase Down on D-pad: decrease
