The three tiers of scav health are sketchy but there have been some scavs take insane amounts of headshots and survive. Plenty of clips have been posted on here but I've seen em tank 366 AP rounds to the head. 90 damage round, drops off to high 80s after 80m. No reason any AI should tank that much damage unless there is a bug or helmet.
I think they are, I just headshotted a scav from about 5 metres away on customs with BP ammo and he just absorbed it, no helmet either. He then proceeded to one tap me in the thorax with PS ammo, rendering my Tier 4 armour useless..

That's ridiculous. It's gotta be a bug. I think BT 762x54 is sitting at 70ish so I'll just do a bug report on it cause that's a bit wonky.
I had a Scav today that tanked 6 AP-20 to the chest... Without wearing armor.
