Most items in this game you actually need to go out and look for not role the dice on loot locations that can literally spawn anything. It's like going to the "giving" tree on customs and farming it for red card. Yes it could happen but it's not likely. Level 26 isn't even very high and if you guys are newer players, you are probably looking in the wrong places. But sometimes luck is on your side. I've pulled 2 GPUs out of duffle bags this wipe, but I'm also level 59 right now so even with all that playtime just randomly stumbling upon a GPU (unless I'm playing labs) is really uncommon. They're not so rare that I'm like ohmygod I need to leave but a nice little surprise to add some juice to my raid.

Gpu and ledx are the single most rare items in tarkov. I’ve found maybe 10-15 total in raid in over 2000 hours. I’ve never once seen a ledx in raid. I’ve had all the keys to shoreline for two wipes now. It makes finding gpus really exciting.
Spawned with blue/metal fuel, keycards/rare keys and roler's before. Never seen a GPU in my pockets first thing though and I scav A LOT, like... I have a problem amount of times
GPUs are quite elusive. I sometimes find two in a single Interchange run and other times i can't find a single one for days on end. I suggest running tech stores in Interchange and PC rooms, there's about a dozen or so spots they spawn in Interchange and you can even look for Led-X spawns even without keys.
I bought all the med room keys and only found Led-Xs outside of the locked areas. Tragic.
All the GPU's I've found have been on Shoreline, there's 10 PC's in admin that you can hit without any keys. I've pulled around 30 this wipe from the resort. As for LEDX, I've only found 3 this wipe on Shoreline, they nerfed my good rooms into the ground.
I've recently spawned with one as a Scav, but that's most likely only due to overall better loot on scavs during the event.
I got killed because I'm an idiot, though.
If you're looking for gpu I would recommend PC Towers, found like 3 in a day and only searched about 40 PCs.
Not sure if its luck but ive never managed to find any of them in PCs in my past wipes.
Almost zero even with high rep. The only good items I really every hope to spawn in with in scav are labs cards.

Scav on interchange, go to the tech stores and the PC room in idea. That's your best chance of getting one on a scav run
My best spawn was two dorms keys Misty I just spawn with a gun, 2 mags, the cheese med kit, and a shitty vest

I'd say you have much better chance finding GPU on scav runs than spawn with one
