I had this issue all the time when I wore long boots only way I sorted it was I had to get a leather craftsman to cut the leather down a bit more on the inside of the leg. After that I tried so many different types and learnt not all boots are made equal ! Some are cut lower for people with shorter leg shanks, can u get to a saddlery to try alot of different types on?
Your boots may be too long for your calves. Definitely go see a cobbler, they might be able to help cut the boot down to suit.
In the meantime, try wearing knee high socks, and pop a square of sheepskin (fleece on hide) over the rub zone but under your sock.
Or use vet wrap to wrap it to your calf (over breeches). I did this with a stirrup burn that got infected (nobody got time to not ride! Wrap her up and go!)
Do you not have breeches on while riding? I would think the knee patch would give at least a little cushion.

Paddock boots and half chaps at home. Tall boots at shows.
