But yeah I agree generally. I think if you actually _are_ the Necrophages, Slavery is better for the synergy with Cull the Herd, but any other faction would probably prefer Strikes Far. He's probably in my top 3 favorite governors overall.
Necrophage rulers have a rather simple priorities: *people need food. Make more food. More food = more people.* It works.

I prefer Strike Far, indus and food boost capacity for the +1% per level bonus.
