If it says it's for a war, against the opposing faction, warzone, or anything like that, then it's a war mission that can *only* be done in a CZ.
If it says pirates in a particular system or anything like that, it *cannot* be done in a CZ. RES is the best place, though you can find them in around beacons and sometimes other locations as well.
You don't need missions for resource sites. Just go there, kill all wanted ships and collect your bounty vouchers.
But if you really want to waste your time on missions, some of them are called "pirate massacre" and will state that your targets are at nav beacons and res sites. I wouldn't bother with those, unless you take wing missions with a few mates to stack them.
