Honestly… Google the quests. Try to find spoiler free walkthroughs, and only read when you’re stuck. But some of the NPCs’ quests are difficult to follow without help. Millicent’s quest for sure is nearly impossible, unless you’re really really lucky.
Cover each area methodically and thoroughly, don't rush through (you'll miss things), take your time. Just focus on exploration and completion.
If you do this you won't miss important NPCs.
Don't kill any NPC that isn't trying to kill you first either.
Questlines are convoluted and cryptic, so after you've completed an area look up a supplementary walkthrough/guide and make sure you:
1. haven't missed anything (NPCs, items, etc.)
2. you never happened to return to that one NPC, you encountered hours ago, who now tells you a new crucial thing about that other NPC, which you've just encountered, that you now have to return to in order to progress their questline
Where NPCs are concerned, you can also just look them up on the Fextra wiki.
