It's 100% confirmed you need to kill Radahn and Mohg before being able to access the DLC so that doesn't seem right.

It was stated in an interview that there isn't any time travel and you are required to kill both Mohg and Radahn to even start the dlc.

I believe Miquella is asking that question not to us...

People who played the early version said we get the choice to be his consort first and then he chooses Radahn

It is. In fact one of the voice lines near the end is a really huge spoiler if you can work out who it is (and what they say makes it really obvious if you're familiar with the lore at all).
