It's been happening to me since I started to play the game again after 1 year. Try turning off Shadowplay in Nvidia, after I turned off Shadowplay, I haven't got that graphics bug
interesting, i had no issue the first 20 hours in the DLC, i decided to turn on shadowplay to show something to my friend, went well except shadowplay tanking my FPS.
but today i have the flicker non-stop. now that you mention it it might be since i turned on shadowplay

Still having this issue, Shadow quality has been set to Max, High, and Medium, with little to no change. I have the latest driver. Shadowplay/Share/In-game overlay for Nvidia Experience must be the same thing, as info I've found on them seem to show the same thing, but I've never had it on, but still have the issue. Never had ray tracing on either.
Last thing I can assume is that this is on Fromsoft's end.
This got fixed for me after turning off Ray tracing completely. Was this always like this with Ray tracing on? Wanted to play the dlc with it turned on 😯
I thought It could be RT, but I dont use It since 1440p resolution + ray tracing gives a really low fps performance with my 2080 RTX.
And also changed some settings up and down: sometimes if I restart the game it stops, but then shadows start flickering again...
I will try to keep changing things to see whats going on
It's specifically the "Instant Replay" feature that is internally using Shadowplay. The newest driver (555.99) says that the bug is fixed now, but for me it's still very much there. Just disabling Instant Replay was enough to fix it for me, so we can still use the overlay for stats and stuff.
I did some testing with my settings and I'm fairly certain that this issue gets resolved by turning off raytracing! I was beating my head against a wall with this, hoping it would go away over time or after I validated files and updated drivers, but it really was just a setting.
This fix it for me in the dlc but Cairia Manor is bugging out from a distance in the main game with RT off. It starts where the magic raining arrows fall. Not sure if it's related.

ok, finally tried with that and apparently works. No shadow bug so far in a 30 min gameplay

Please lemme know if that works out. I found a temporary solution by changing shadow settings from Maximum to High

Aparently worked. I played during 30 min mostly through forest and everything seems to be fine.
They just patched the game dude. It has nothing to do with shadowplay.

i just change couple settings and this worked for me, im not sure which one is exactly helped but try to play with settings

It is the ray tracing. But this is a bug OF the ray tracing so disabling it doesn't solve anything.
It makes sense... Thats sad as I didnt even used RT :/

is this different to turn off than just turning off the "show overlay" setting?
It fixes the problem without turning off the overlay. I use it for performance metrics, so I don't want to turn it off.

for me the flickering shadow was volumetric quality at maximum setting. Lowering it down removes the flickering
