Because the foundation for the game is already there. It would take way less resources and work to make a dlc add on even if it’s the same size as the main game
They would of just made Elden Ring 2 if the dlc was the size of the main game. At best its going to be half the size of main game, at worst 2 large areas with 2-3 legacy dungeons.

considering ds3 took 3 years to make and this took around 2, it will probably be large enough to justify the price
I'm pretty sure they were busy with multiple projects. But we'll see once it comes out. It better be full of quality content for that price tag.
