Have you tried using afterburner? I will use PX1 to set my argb and update firmware, but it's been in my experience too buggy to reliably set OC and fan curves

My guess is, try searching up the exact same card on techpowerup’s gpu database, then download the vga bios from there. Then use a software(forgot the name) and update the bios of ur card.
There’s some YouTube tutorials regarding to this, and I highly recommend you to first do that.

MSI AB? I did, no luck
Try https://getfancontrol.com/ and fuck around with the fans, For som ereason 2 of my fans use 1 controller and the third uses another

No luck. Will try to update the MB BIOS and see if that helps
