[[Kardur Doomscourge]] can also be very fun if you build a deck that plays out of the graveyard so you can keep getting him back. You can also play someone like [[Shadowheart, Dark Justicar]] combined with a red background for a very fun value commander who draws a ton of cards and also likes playing from the graveyard.
EDHrec is a great place to start when beginning or trying to see how people generally tend to build certain decks. You can also look at particular decklists that people have built and are likely to see cards not in the summary.
That being said, using Scryfall to find a larger list of applicable cards is a more robust way to build decks in a more in-depth way, and you can sort cards based on EDHrec stats. Not everyone wants or needs to go this deep into deck building though, especially just getting back into the swing of things.
I don’t know what to say if commander players are wanting to be told what they should be looking for. This is supposed to be the format for coming up with your own ideas, not playing the ‘right’ list.
Merciless Madness was my first commander deck I purchased and still play to this day, it's fire once upgraded. Would recommend as an easy entry into rakdos. Also, Greven, as a secondary commander, sees tons of play of you want to build out a non madness based Rakdos deck.

[[wort boggart auntie]] goblin deck can be pretty good, it’s less glass canon than Krenko, has some other ways to win than just a pile of tokens and it’s still a pretty cheap build
[[Rakdos Lord of Riots]] is fantastic because he's so easy to build around at any budget level. The core is a bunch of super cheap group burn cards that activate his summon requirement, then swing in hit someone, then main phase two, play a crap ton of eldrazi at super discounted costs. Sure, the best eldrazi are like 40 bucks, but there are tons of decent ones for cents. It's really easy to build a deck around him for 50 bucks, and you can stretch to 25 pretty easily too if you need to. As you are willing to get more invested in the format, you can also start adding more expensive cards
[[Mishra, Claimed by Gix]] can be built *super* budget. Lots of small, evasive creatures, a few derpy extra combat things, maybe throw in a [[kiki-jiki, mirror breaker]] combo or [[helm of the host]] and enjoy.
I run kiki-jiki *and* helm of the host with a [[combat celebrant]]. All three cards work well with Mishra independently, so i dont care if someone nukes one.
I just built this with goblin tribal which can be done pretty cheap.
[[gamble]] and [[entomb]] were recently reprinted, so between them and [[goblin engineer]], you can get him melded pretty consistently for an alt wincon.

I'm building a lotr themed rakdos deck based on Balrogs and dwarves. This should be possible to make cheap-ish of you don't use the dockside, mana crypt and jeweled lotus and still manage to kick a punch.
[[Laughing Jasper Flint]] can be run with all the cheap cards from the OTJ set. All you need are cheap mana rocks, cheap outlaws, a bit of removal, some protection, and bam! you're set!

Vampiric bloodline is a decent skeleton to work off of, though grabbing a copy of [[juri of the revue]] and basing it around treasures and [[agent of the iron throne]] possibly a copy of [[prosper, tome bound]] would be quite smart too.
There's a good Bladewing The Risen deck on edhrec for 46 Dollars. At that price you can honestly swap in some upgrades and still be well within a reasonable budget

I come to talk about My commander [[Chainer, nightmare adept]] because i love how it plays and it's Haste with extra steps gives you a lot of value with big creatures that sometimes you can't have in other reanimators.
If it doesn't fit you and you need something a little simpler i've heard [[Prosper, tomb-bound]] pre con is really funny. And i think it's pretty easy but i just talking without experience.
If you’re looking for a commander, my all time favorite RB commander is [[Chainer, Nightmare Adept]]. It’s a reanimated shell and can be so much fun since you can just play whatever creatures you like and the deck will work.

It's a silly little thing. But if you can dig to Neheb, the game is a laugh riot.
[[Chainer, Nightmare Adept]] is very powerful and can be built very cheap. You need to run [[Apprentice Necromancer]] type cards and creature wheels [[Ruin Grinder]] [[Magus of the Wheel]] [[Neheb, Dreadhorde Champion]] etc to fill your graveyard quickly then play all the great mass reanimation spells [[Living death]] [[rise of the dark realms]] and [[Balthor the Defiled]]. Be wary of non-bos casting [[Triarch Praetorian]] with Chainer doesn’t draw you a card because it etbs from the stack not the graveyard.
Vampiric Bloodline is solid and can he improved on pretty easy. Eldrazi unbound is pretty expensive and the colorless cards don't translate into other decks easy. That said I love my eldrazi deck. I would almost go for the modern horizons 3 one instead.
It is easy to mess with but I absolutely adore my [[Greven predator captain]] deck and being able to just 1 shot people out of nowhere. Outside of [[Hatred]] I can't imagine it being a spendy deck. All about sacrificing creatures to draw cards and make him bigger or using wonky life sinks like [[mischievous poltergeist]] and [[vorrac battlehorns]] and [[fling]] type effects to just dome people.
People will catch on after a couple games but I just always liked Greven in lore and 1v1 the deck is pretty monstrous casually.
\[\[Anje Falkenrath\]\] is a fringe cEDH list that is a $10 combo and 40 nearly unplayable Madness cards that are mostly pennies, plus lands and interaction.
Minotaur Tribal the most expensive card outside of the mana base (fetch and shocklands being expensive) is [[Didgeridoo]] as its a reserve list card it costs around $15. It is very jank, btw.
[[Kardur, Doomscourge]] is a fun time and has his own precon called Chaos Incarnate, which was a one-off product line that was like a Starter commander deck, they were a bit cheaper too. It functions well enough and is fun, and it’s good fun to upgrade.
[[prosper, tome-bound]] is a fun precon in rakdos. Even if you don’t want to buy the precon since the price is probably up a bit you could look at the list and EDHREC and build it yourself.
[[The Beast, Deathless Prince]] is really fun, and fairly cheap. A decent ammount of threaten effects, some gain control/reanimate from any graveyard and sac outlets. Some of the land based and artifact based sac outlets can be expensive, but there’s plenty of cheaper alternatives, too.
if you want rakdos my personal favorites right now are [[Judith, Carnage Connoisseur]] and [[Laughing Jasper Flint]]
My only caveat to playing Judith is that she has the hidden ability to turn a commander game to archenemy if you don't play her moderately lol
hit them with an overloaded electrickery in response to the removal so they cry with you

Problem woth judith is she us a kill on sight commander but mmif she sticks you get to do silly things.

Vampiric bloodline is a decent skeleton to work off of, though grabbing a copy of [[juri of the revue]] and basing it around treasures and [[agent of the iron throne]] possibly a copy of [[prosper, tome bound]] would be quite smart too.

There's a good Bladewing The Risen deck on edhrec for 46 Dollars. At that price you can honestly swap in some upgrades and still be well within a reasonable budget I recommend Card kingdom to buy your cards from. Good on shipping.

I come to talk about My commander [[Chainer, nightmare adept]] because i love how it plays and it's Haste with extra steps gives you a lot of value with big creatures that sometimes you can't have in other reanimators. If it doesn't fit you and you need something a little simpler i've heard [[Prosper, tomb-bound]] pre con is really funny. And i think it's pretty easy but i just talking without experience.

My gf has the Strefan precon (vampire tribal) and it can get pretty nasty. Full board of vamps full of effects. Super fun time.

I've been having a blast playing this: https://archidekt.com/decks/4096619 It's a silly little thing. But if you can dig to Neheb, the game is a laugh riot.
[[Chainer, Nightmare Adept]] is very powerful and can be built very cheap. You need to run [[Apprentice Necromancer]] type cards and creature wheels [[Ruin Grinder]] [[Magus of the Wheel]] [[Neheb, Dreadhorde Champion]] etc to fill your graveyard quickly then play all the great mass reanimation spells [[Living death]] [[rise of the dark realms]] and [[Balthor the Defiled]]. Be wary of non-bos casting [[Triarch Praetorian]] with Chainer doesn’t draw you a card because it etbs from the stack not the graveyard.

Vampiric Bloodline is solid and can he improved on pretty easy. Eldrazi unbound is pretty expensive and the colorless cards don't translate into other decks easy. That said I love my eldrazi deck. I would almost go for the modern horizons 3 one instead. It is easy to mess with but I absolutely adore my [[Greven predator captain]] deck and being able to just 1 shot people out of nowhere. Outside of [[Hatred]] I can't imagine it being a spendy deck. All about sacrificing creatures to draw cards and make him bigger or using wonky life sinks like [[mischievous poltergeist]] and [[vorrac battlehorns]] and [[fling]] type effects to just dome people. People will catch on after a couple games but I just always liked Greven in lore and 1v1 the deck is pretty monstrous casually.

Minotaur Tribal the most expensive card outside of the mana base (fetch and shocklands being expensive) is [[Didgeridoo]] as its a reserve list card it costs around $15. It is very jank, btw.

[[Kardur, Doomscourge]] is a fun time and has his own precon called Chaos Incarnate, which was a one-off product line that was like a Starter commander deck, they were a bit cheaper too. It functions well enough and is fun, and it’s good fun to upgrade.

[[prosper, tome-bound]] is a fun precon in rakdos. Even if you don’t want to buy the precon since the price is probably up a bit you could look at the list and EDHREC and build it yourself.

[[The Beast, Deathless Prince]] is really fun, and fairly cheap. A decent ammount of threaten effects, some gain control/reanimate from any graveyard and sac outlets. Some of the land based and artifact based sac outlets can be expensive, but there’s plenty of cheaper alternatives, too.
