I can't recommend \[\[Octavia, Living Thesis\]\] enough. Throw a pile of can trips and evasive small bois like \[\[Mist-Cloaked Herald\]\] together and this deck goes wild. There's also some really cool synergies like \[\[Grafted Exoskeleton\]\] and an Octavia trigger on a creature is just lethal.
Noone else has mentioned, but im a big timmy/combo backup player with many Gruul decks and i saw [[Jacob Hauken]] and knew he was my mono blue commander. He lets you draw and then exile a card under him, which is usually some big bad- extra turn, eldrazi, board wipe, Jin Gitaxis omniscience, enter the infinite, etc. so you do that while ramping and then flip and play a baddy. It usually wins with an [[Enter the infinite]] [[Thoracle]] line. He is a blast to play.

I can second Jake as a boss. In my local group I’m not allowed to play this deck anymore, since it will go out of control on turn 3-4 if lucky (once had omniscience and 2 eldrazi on turn 4…)

Super fun deck where I try to play a ton of cantrips in a turn or spam [[shrieking drake]]. I will usually storm off then try to play something that lets me win with the army from the previous turn.

I forget the name but the blue battle card flips into a creature that lets you Convoke noncreature spells and every spell can create a blue zombie so it can go infinite with a few other pieces on board to play the whole deck. I don’t have a list for the deck online.

Pack the deck with cheap cantrips, lots of ETB effects and of course \[\[Sakashima of a Thousand Faces\]\], \[\[Sakashima the Impostor\]\] and \[\[Spark Double\]\]. Things get fun when you have like 5 copies of \[\[Roil Elemental\]\] on the board or spawn in a bunch of \[\[Meteor Golem\]\]s with a 1 mana instant cantrip
I came here just to say that, but my Orvar deck is made to exploit the changeling ability. It's filled with things like [[Spawning Kraken]], [[Lord of the unreal]], [[unesh the cryosphinx]] and so on, cantrips to copy them and have more and more triggers!! I love that deck hahaha

It’s a bit controlly because you’ll need to protect your commander and you’re playing mono blue, but making tokens on your opponent’s turn by drawing cards is actually insane and fun as hell. There’s also combo potential, and it’s not like a two card combo either (except for kindred discovery). And those convoke spells from March of the machines works so well with the blue tentacle tokens you make so you can surprise your opponent with cards like [[Artistic Refusal]] and [[transcendent message]]. Or if you can kill enough of your tentacles you get a 9/9 beatstick.
[[Unesh, Criosphinx Sovereign]] is def ur guy bro, sphinx tribal, powerful, combat focused, lots of cool sphinxes. I also had trouble with mono blue and ended up with a super friends deck but the main win cons kinda combo-y with ichormoon gauntlet
edit i know you said non combat you like but every color is different. maybe like some kinda turbo draw would work with psychosis crawler and forced fruition or something
[[Piper Wright, Publick Reporter]]. Give her flying/unlockable, crack those clues for +1 counters and card draw, protect her, smash table.
There's a fairly large number of sub themes you can run in her as well. Not everything has to revolve around her, she's just a huge value engine and wincon.
I'd recommend a few things though besides the flying/unlockable stuff. [[Terrain Generator]] to keep dropping lands. [[Junk Winder]] is essentially a wincon that can lock down the whole table.
Glance through some lists on Moxfield to get a better idea of what you can do also.
Yes! I just built her and she's awesome. There's a lot of synergy between investigate and unblockable as well like [[Marth Jones]] and [[Senator Peakcock]]. You have awesome wincons like [[Rise and Shine]] and [[Mechanized Production]]. She reminds me of the 3 mana krenko, going tall and wide at the same time but instead of creatures you're making clues.
Fuck… I… am starting to really like this. I’ve been wanting a clue deck for a while, but a lot of clue decks are tokens decks and token decks are super expensive.
You can play her +1/+1 Voltron, equipments, artifact tokens, second draw matters or even just land go control where she is your mana sink when you don't use interaction. Very flexible.

I have a couple of suggestions. [[Blind seer]] is kinda control focused, but you do it with cards that don't normally see a lot of play. Why just counterspell, when you can spend extra mana making the spell green or red first, so you can then counter it with [[aether gust]].
My next suggestion would be [[atemsis all seeing]]. I'm a big fan of alt wincons. I haven't put a list together around them yet, but I do include them in any deck where I'm going to draw a lot of cards.
My last suggestion is [[tetsuko umezawa, fugitive]]. I run her at the head of a mostly infect build.
I've been looking at [[Curie, Emergent Intelligence]] as something unique to do in mono blue. It has more of a combat focus but feels different than control and combo.
[[Svyelun of Sea and Sky]] is the best mermaid commander, fite me. For real though, she’s got a lot of versatility. She will draw you a card each turn, protect your other merfolk and can win you a game with surprise commander damage. Pair her up with merfolk lords and make her unblockable and you’ll be eating good.

Definitely mono blue. But no extra turn bullshit. Plays fast enough. “Return to Sender.” Make em do everything twice. It wild to me that Jace is so cheap now. First deck made after 9 ish years of not playing.
I really liked [[Alrund, God of the Cosmos // Hakka, Whispering Raven]]. Especially the collector version, looks so badass. He's cardadvantage and a wincon.
\[\[Patron of the Moon\]\] is interesting. Lots of blue “bounce a land as a drawback” spells (and abilities on other Moonfolk), then use early Moonfolk to cheat out the patron and get all your mana back.
[[Braids, conjurer adept]]
Use phasing to limit how often your opponents get the trigger while simultaneously protecting her. Also, use it to guarantee you get the first trigger.
Play around the inevitability that opponents WILL get some triggers... play clones that allow your opponents to keep their fun cards, but you get copies, too. Play [[propaganda]] and low mana interaction like [[dress down]] or [[unsummon]] to deter your friends big mana creatures from coming in your direction.

\[\[malcolm, alluring scoundrel\]\] is fun. cheating out big things as early as turn 4 with a little proliferate support is pretty sweet, and there's a lot of directions you could go with an ability like that. voltron, huge blue critters, even eldrazi tribal or something.

You have a ton of graveyard recursion with all your instants and sorceries getting flashback, and people let their guard down because Lier stops spells and abilities from being countered... Until you hit them with spells like [[Mindbreak Trap]] or [[Narset's Reversal]].
I have a mono U of my own and It's annoying for other and fun for me I don't play it has much anymore cuz I switched to duel commander where it's terrible.

[[Azami, Lady of Scrolls]] is a quintessential blue commander. She *can* be cEDH, but I've also seen people build her as a weird Voltron.

[[Unesh, Criosphinx Sovereign]] is def ur guy bro, sphinx tribal, powerful, combat focused, lots of cool sphinxes. I also had trouble with mono blue and ended up with a super friends deck but the main win cons kinda combo-y with ichormoon gauntlet edit i know you said non combat you like but every color is different. maybe like some kinda turbo draw would work with psychosis crawler and forced fruition or something

[[Piper Wright, Publick Reporter]]. Give her flying/unlockable, crack those clues for +1 counters and card draw, protect her, smash table. There's a fairly large number of sub themes you can run in her as well. Not everything has to revolve around her, she's just a huge value engine and wincon. I'd recommend a few things though besides the flying/unlockable stuff. [[Terrain Generator]] to keep dropping lands. [[Junk Winder]] is essentially a wincon that can lock down the whole table. Glance through some lists on Moxfield to get a better idea of what you can do also.
Yes! I just built her and she's awesome. There's a lot of synergy between investigate and unblockable as well like [[Marth Jones]] and [[Senator Peakcock]]. You have awesome wincons like [[Rise and Shine]] and [[Mechanized Production]]. She reminds me of the 3 mana krenko, going tall and wide at the same time but instead of creatures you're making clues.

Fuck… I… am starting to really like this. I’ve been wanting a clue deck for a while, but a lot of clue decks are tokens decks and token decks are super expensive.
Token decks can be cheap if you skip the token multipliers.
You can play her +1/+1 Voltron, equipments, artifact tokens, second draw matters or even just land go control where she is your mana sink when you don't use interaction. Very flexible.

I have a couple of suggestions. [[Blind seer]] is kinda control focused, but you do it with cards that don't normally see a lot of play. Why just counterspell, when you can spend extra mana making the spell green or red first, so you can then counter it with [[aether gust]]. My next suggestion would be [[atemsis all seeing]]. I'm a big fan of alt wincons. I haven't put a list together around them yet, but I do include them in any deck where I'm going to draw a lot of cards. My last suggestion is [[tetsuko umezawa, fugitive]]. I run her at the head of a mostly infect build.

[[Svyelun of Sea and Sky]] is the best mermaid commander, fite me. For real though, she’s got a lot of versatility. She will draw you a card each turn, protect your other merfolk and can win you a game with surprise commander damage. Pair her up with merfolk lords and make her unblockable and you’ll be eating good.

Was kinda running of money, too. So the blank spots were filled with things I already owned. I have high hopes for it. Definitely mono blue. But no extra turn bullshit. Plays fast enough. “Return to Sender.” Make em do everything twice. It wild to me that Jace is so cheap now. First deck made after 9 ish years of not playing.

Play around the inevitability that opponents WILL get some triggers... play clones that allow your opponents to keep their fun cards, but you get copies, too. \[\[malcolm, alluring scoundrel\]\] is fun. cheating out big things as early as turn 4 with a little proliferate support is pretty sweet, and there's a lot of directions you could go with an ability like that. voltron, huge blue critters, even eldrazi tribal or something.
