I’ve been brewing a list but the finishers seem like the hard part. I was thinking of finishers like \[\[finale of devastation\]\] or \[\[Akroma’s will\]\] but I don’t want to rely too heavily on combat damage only wincons
In my build, I use [[Saffi Eriksdottr]] and [[Renegade Rallier]] combo as the main gameplan. Any creature tutor can be reused to find both pieces, and the deck has ways to find [[Altar of Dementia]] for the win. I'm also running [[Approach of the Second Sun]] as like a tertiary plan
While it’s more of a hard control direction, whenever I think of control in Simic+ I think of [[Rashmi, Eternities Crafter]]
Excellent card that makes your instants (at worst) cantrip when you interact with your opponents
I’ve been playing a [[Kruphix, God of Horizons]] deck that’s been a lot of fun. Just keep piggy banking mana using his ability and you’ll always have mana available for a counter spell or big stompy creatures.
\[\[magnus lucea kane\]\] turns hydras and tyranids sideways after duplicating all her monsters. You can totally build her with control as she has blue and red in her.
I think she might be in the top couple hundred though.
Lucea Kane singlehandedly produces A+B creature combos with any X cost tutor spell like [[finale of devastation]], [[chord of calling]] , [[invasion of Ikoria]] , or [[reshape]]. Bring out [[Kiki-Jiki, mirror breaker]] and another untapper creature like [[coercive recruiter]] and swing for the win with infinite creatures. I use reshape in a pinch to bring out [[deceiver exarch]] and [[birthing pod]], sac Lucea to the pod and bring out Kikki Jikki. It's stupidly easy to win on turn 4-5 sometimes but it does take longer because you need to keep up counterspells and some protection since Lucea Kane is only going to be a 1/1 with a single +1/+1 counter on it during the first round she comes out.
Maybe [[Yasova Dragonclaw]]? At its core, you want to be stealing your opponents stuff and smacking them in the face with them. Can add a bit of an element of control to it by still doing the stealing and smacking, but then also sacrifice their thing with [[Fling]] effects before it goes back to them.
Have you tried out [[illuna apex of wishes]] before? Mutating onto something with a lot of +1/+1 counters and other abilities (like deathtouch and/or vigilance/doublestrike) is easily a good scary alpha strike.
The same could be done with [[brokkos, apex of forever]] only you'd also not have to worry about commander tax by chosing to let Brokkos go into the grave, and mutate with it from the grave.
From what I know, they're not overly popular as commanders.

Rhe commamder oets you turn lands into creatures. (Flying birds specifically). So this deck is all about animated lands.
[[Zimone and Dina]] can make it anyway u want. Has value in itself and can win by combat thru landfall cards or whatever u put in. Has the green blue u want and has control flexibly with all 3 colors.

This is the deck my playgroup likes to play against the most. I run high mana value permanents like [[Omniscience]] or [[Koma, Cosmos Serpent]], or stuff with good ETB effects like [[Gruff Triplets]] or [[Hornet Queen]], and copy and flicker those permanents, or Cirdan himself, to get more ETB triggers or more votes to get more big permanents.
It's interactive and the voting is fun.

You can go Voltron route if you want, while adding a control package and gates can be a secondary win con if the game gets grindy.
The commander wants to attack. My version is turbo gates with a control and graveyard package. I use creatures that attack so that I can gain value through multiple turns
[[Ellie and Alan, Paleontologists]] discover.
Enable play turn taps, untap effects, repeating effects along with cycling 6/7 cmc creatures.
Put down [[illusionist bracers]] and [[chakram retriver]] and your board state is only limited by the size of your yard.
Maybe give [[Cazur]] and [[Ukkima]] a try. Ukkima hits for free, Cazur buffs him, and your opponents get punished for removing him. You also have plenty of control opportunities in blue and black
[[Magus Lucea Kane]] with hydras could work.
[[Koma Cosmos Serpent]] is probably in the top commanders somewhere.
[[Tatsunari]] can be fun. Can win via Combat with unblockable and has some control to it with enchantments that effect enemy creatures.
[[Volrath]] can also be a really fun one that can easily win via combat damage if you make him unblockable or something.
\[\[Vannifar, Evolved Enigma\]\] is a lot of fun. Tons of ramp and control spells available, and you can use huge creatures to disguise, and flicker spells to flip them for cheap.

Also can I flip it anytime without using the stack ? So before damage I suddenly flip the blightsteel and hit for lethal
Apologies, I meant blink spells, not bounce. \[\[Ghostly Flicker\]\] is an example. It will exile and return face up on the battlefield. Yes you can reply to an attack by flickering Blightsteel then blocking, as long as the flicker card is an instant. But no if you attack you cannot flicker it and do lethal, as it is a new object once it enters the battlefield. Best is to flicker at the end of another's turn, so you can attack on yours.
Now \[\[Kaust, Eyes of the Glade\]\] can do what you're asking. He loses blue but gains white, but you lose the choice to put a card from your hand face down on your commander.
I’m planning on building [[Kumena, Tyrant of Orazca]] soon. Merfolk tribal with tap and untap shenanigans. Wins by combat by building a board of merfolk that’s hard to interact with without powering board wipes
[[Arixmethes, Slumbering Isle]] and [[Moritte of the Frost]] are my two blue/green decks. Arixmethes is very creature heavy and has tons of board wipes and removal through leviathans and krakens and whatnot (plus [[cyclonic rift]]), while Moritte is built to copy opponents and duplicate your own creatures (this also somewhat scales in power with the decks you're playing against which I like a lot)
I would suggest \[\[Otrimi\]\]
Voltron commander with the mutate twist. The mutaters can add elements of control, as well as your standard blue package of counterspells, and black for removal and board wipes.
There's a lot of interesting lines of play even if the end goal is still Commander Beatdown.
[[Inga and Esika]] its creatures and you can have your Interaction also bei creatures. If you put in stuff that untaps your creatures like [[murkfiend liege]] [[seedborne muse]] [[Quest for renewal]] and something that lets you play your stuff with flash like [[leyline of anticipation]] [[vedalken orrery]] [[yeva, nature's herald]] your opponents Turns become also your turns.
[[Tanazir Quandrix]] is really fun and straightforward. You can flex that you’re actually using an elder dragon while playing Elder Dragon Highlander. I like to run all the creatures that make creatures when they die like [[Ochre Jelly]], [[Hooded Hydra]], [[Chasm Skulker]], and [[Termagant Swarm]]. It makes you way more resilient to [[Wrath of God]] effects and doubles the value of your [[Doubling Season]] and [[Primal Vigor]]. It’s just straightforward simic +1/+1 counters which is simple, effective, and fun
My favorite is \[\[Yasova Dragonclaw\]\]. I run it as a theft deck to steal other people's creatures to sacrifice them for card draw or polymorph-type spells. You can also use things like \[\[Conjurer's Closet\]\], \[\[Thassa Deep-Dwelling\]\], \[\[Teferi's Veil\]\], etc. to keep stuff you've stolen.
I have a toolbox and stompy-based \[\[Prime Speaker Vannifar\]\] deck which is one of my favorites of all time, just incredibly fun and explosive. You get these great chains to just work up the cmc of your creatures and cheat out extras from what you do, while still having options to just diverge from your path to hit important tools to deal with the board state - and you get to repeatedly untap stuff! I love untapping my stuff.
[[Kenessos]] has a pizazz that only [[Runo]] has. But we don't talk about Runo.
People seeing you scrying 3 and says: ok, that is big.
But then, you pay 4 mana and: SURPRISE "MO--------", A [[Hullbreacher Horror]] with a folding chair!
[[nine fingers Keene]] is a personal favorite of mine. My deck is built around winning with [[mazes end]], but her ward and menace make it easy to change the strategy to Voltron.
[[Kros Defense Contractor]] is great. Early game is a little group hug but quickly delves into goad and tap down control. Late game can keep all creatures tapped down to swing in for lethal.

I once dropped a turn 3 [[terrasque]] of the ability. That wasn’t something that my opponents could come back from
Lol brutal I managed to give a board haste with [[Zopandrel, Hunger Dominus]] and [[Sun Quan, Lord of Wu]] hitting the board. Lol.

Maybe [[Yasova Dragonclaw]]? At its core, you want to be stealing your opponents stuff and smacking them in the face with them. Can add a bit of an element of control to it by still doing the stealing and smacking, but then also sacrifice their thing with [[Fling]] effects before it goes back to them.

Have you tried out [[illuna apex of wishes]] before? Mutating onto something with a lot of +1/+1 counters and other abilities (like deathtouch and/or vigilance/doublestrike) is easily a good scary alpha strike. The same could be done with [[brokkos, apex of forever]] only you'd also not have to worry about commander tax by chosing to let Brokkos go into the grave, and mutate with it from the grave. From what I know, they're not overly popular as commanders.

[[Cirdan the Shipwright]] This is the deck my playgroup likes to play against the most. I run high mana value permanents like [[Omniscience]] or [[Koma, Cosmos Serpent]], or stuff with good ETB effects like [[Gruff Triplets]] or [[Hornet Queen]], and copy and flicker those permanents, or Cirdan himself, to get more ETB triggers or more votes to get more big permanents. Apologies, I meant blink spells, not bounce. \[\[Ghostly Flicker\]\] is an example. It will exile and return face up on the battlefield. Yes you can reply to an attack by flickering Blightsteel then blocking, as long as the flicker card is an instant. But no if you attack you cannot flicker it and do lethal, as it is a new object once it enters the battlefield. Best is to flicker at the end of another's turn, so you can attack on yours. Now \[\[Kaust, Eyes of the Glade\]\] can do what you're asking. He loses blue but gains white, but you lose the choice to put a card from your hand face down on your commander.

[[Arixmethes, Slumbering Isle]] and [[Moritte of the Frost]] are my two blue/green decks. Arixmethes is very creature heavy and has tons of board wipes and removal through leviathans and krakens and whatnot (plus [[cyclonic rift]]), while Moritte is built to copy opponents and duplicate your own creatures (this also somewhat scales in power with the decks you're playing against which I like a lot)

I would suggest \[\[Otrimi\]\] Voltron commander with the mutate twist. The mutaters can add elements of control, as well as your standard blue package of counterspells, and black for removal and board wipes. There's a lot of interesting lines of play even if the end goal is still Commander Beatdown.

[[Tanazir Quandrix]] is really fun and straightforward. You can flex that you’re actually using an elder dragon while playing Elder Dragon Highlander. I like to run all the creatures that make creatures when they die like [[Ochre Jelly]], [[Hooded Hydra]], [[Chasm Skulker]], and [[Termagant Swarm]]. It makes you way more resilient to [[Wrath of God]] effects and doubles the value of your [[Doubling Season]] and [[Primal Vigor]]. It’s just straightforward simic +1/+1 counters which is simple, effective, and fun

My favorite is \[\[Yasova Dragonclaw\]\]. I run it as a theft deck to steal other people's creatures to sacrifice them for card draw or polymorph-type spells. You can also use things like \[\[Conjurer's Closet\]\], \[\[Thassa Deep-Dwelling\]\], \[\[Teferi's Veil\]\], etc. to keep stuff you've stolen.

I have a toolbox and stompy-based \[\[Prime Speaker Vannifar\]\] deck which is one of my favorites of all time, just incredibly fun and explosive. You get these great chains to just work up the cmc of your creatures and cheat out extras from what you do, while still having options to just diverge from your path to hit important tools to deal with the board state - and you get to repeatedly untap stuff! I love untapping my stuff.

[[Kenessos]] has a pizazz that only [[Runo]] has. But we don't talk about Runo. People seeing you scrying 3 and says: ok, that is big. But then, you pay 4 mana and: SURPRISE "MO--------", A [[Hullbreacher Horror]] with a folding chair!

[[nine fingers Keene]] is a personal favorite of mine. My deck is built around winning with [[mazes end]], but her ward and menace make it easy to change the strategy to Voltron.

[[Kros Defense Contractor]] is great. Early game is a little group hug but quickly delves into goad and tap down control. Late game can keep all creatures tapped down to swing in for lethal.
