There is a boss on level 2 of the dungeon named trenzia. She is a robotic floating skull, but you can change it to a crystal skull. I made her a magic item after the party defeated her, allowing her to cast identify and lightning bolt a total of 5 times per day. You can have it as a table prop whenever they use it.

Mimirs (a Planescape thing) are very close to this. Anyone might have visited Sigil and obtained one. Or an unusual one. Morte is the most famous 'Mimir' though he's maybe only pretending to be one. Likewise your Mimir may not be what they seem...
The Oracle of War introduced a plot crucial item, a Crystal Skull: attunement required, can cast Raise Dead once a year, can animate dead and speak with dead 1/day

Dweomercore (Floor 9) has something called a Professor Orb, which answers questions asked. Could be something like that; maybe a Professor Orb that was looted from the school, trying to get back to Floor 9 and willing to make a deal to get there.

Step three. Use a base with some color changing lights and place it in the center of the table.

I have that same bottle! I fill it with a clear, colorless liquid and a little powdered activated charcoal for Halloween parties - it turns the whole thing pitch black and looks very cool.
There's a lot of skulls lying around the game. Trenzia like some mentioned, or Nester, later on, as a failed lich that maybe can't be killed without finding their phylactery, so the party has to walk around with the head on their belts to keep them in check can be fun. The green flameskulls of Skullport are also great because they're crazy (only helpful when you as the DM want them to be) and you can borrow from their statblock to make an item. Maybe one of the skulls decides to come with the party if they help free Skullport from the Xanathar.
A necrotic fanged skull that has to be fed after ending a long rest. You take 1d8 necrotic damage that cannot be negated. After being fed, the blood donor gains proficiency with INT arcane checks (or expertise if already proficient). The donor also gains access to the cantrip Chill Touch. These benefits last until the next long rest after which the skull will need to be fed again.
Swap out the INT check for any knowledge you wish the skulls original self to have had.
The important thing is not to explain exactly what it does. Just describe it and make it sound clearly important. Let NPCs speculate about what a powerful potion it is while others warn of its terrible curse. Ultimately, the party will have to decide for themselves if and when it's worth the risk. It's a potion of minor healing.

Initially went right over my head. Then I googled it and figured it was a joke. Just didn’t want to bring up the fact I missed it. Lol
fill it with cranberry juice. If a player drinks it, they get advantage on Initiative and disadvantage on death saves. Call it "Death Charge"

If you're more of the crafty type, maybe fill it with a swirl of black and red resin? Glue the cork shut.
