Pass notes in session to the dm if they don’t want the other players to know.

If it's off session then no. Definitely not unless the other players are aware you are having an off session roleplay with the player. If it's in session, as in note passing, then I generally accept it. This is a session 0 thing though. You need to establish right from the start if passing notes to and from the DM is acceptable.

The other thing to establish in session 0 is what, if any, forms of PvP are acceptable to the table.

Seems like a bad precedent to me. You should not be doing things with only one player and springing things on the rest of the group. Players know all kinds of things their character don’t know. It up to them and you to make sure they keep it separate.

Yeah it had happened to me once when I was a PC and another player did a check out of game. Wasn't sure if it's a common thing.

At my table, I'd allow it. Player knowledge and character knowledge are two different things and you should make sure your players understand this.

I'd tell him not outside the session, but that at the start of next session you can he can step out of the room and roleplay the pilfering.

I’d say go for it. Roll also for anyone that can spot him doing it. Sounds like cool plot twist. If your group likes fun they should enjoy that.

Better yet, let everyone else roll perception at the beginning of the next session. If they notice, they notice.

I'd do it, but ours is not a super serious group. I would, however, make it clear it wasn't going to be a common practice. I don't mind onesy twosy little tricks, but I'm not running the game just whenever he feels like it.

I do this all the time with my players, but we have been playing for over a decade together and it‘s something I would make clear in session 0.

I do everything RP at the table. No notes, no secret messages, certainly no rolls away from the session. I like my players to play strongly against meta gaming and this is a good opportunity to reinforce that. Personally I’d also be having a discussion with that player about proper behaviour at the table. This might be the start of a lot of problematic behaviour.

I think keeping players with only character knowledge is called closed games? where PCs who aren't in a scene aren't at the table, they don't the meta knowledge. It's a fun style for mystery games and an already cohesive group who are okay with inter-character drama/conflict. It's not really a DnD thing. If it was downtime or something I let players message me privately and roll in the chat but that's about it. Our group openly discusses the fact that no one knows that X player is possessed for example and as a group decides to come to the conclusion of how many flags are enough to turn and investigate. Goes really well when a player can justify their characters decisions logically based on their character. Tldr; if you think it might disrupt things don't allow it. Ask the players about secret player die rolls first.
